PROPOSED BUDGET - FISCAL YEAR 2021-2022

NOTICE OF BUDGET PRESENTATION OF PROPOSED FISCAL YEAR 2021-2022 BUDGET
The City Council of the City of Hondo, Texas (the “City”) does hereby give Notice of Intention to present the Proposed Budget for Fiscal Year 2021-2022 to the City Council on Tuesday, July 27th, 2021 and Wednesday, July 28th, 2021. The City Council of the City of Hondo, Texas will be presented the proposed budget for fiscal year 2021-2022 in the City Council Chamber at 6:00 p.m. on July 27th, 2021 and July 28th, 2021.The Budget Workshop Meeting Agendas will disclose the department/division schedule for presentation to the City Council of the City of Hondo, Texas on July 27th, 2021 and July 28th, 2021. The City Council will be presented the proposed budget for fiscal year 2021-2022, which will include capital projects, department expenses, personnel, debt, and comprehensive fee schedule. This meeting is to be held under the City’s Home Rule Charter (Section 3.08, Meeting of the City Council).For public viewing, the Proposed Budget Fiscal 2021-2022 is located on the City of Hondo’s website (www.hondo-tx.org), or to be viewed in person at City Hall (1600 Ave M Hondo, TX). The issuance of the budget as a public record is under the City’s Home Rule Charter (Section 7.04).


Notice of Intent to Issue Certificates of Obligation 
The City Council of the City of Hondo, Texas (the “City”) does hereby give notice of intention to issue one or more series of City of Hondo, Texas Combination Tax and Revenue Certificates of Obligation (the “Certificates”) in the maximum aggregate principal amount not to exceed $4,000,000 for the purpose of paying, in whole or in part, contractual obligations to design, develop, construct, equip and improve various City streets, including drainage, sidewalk improvements, curbs, water, sewer, and landscaping necessary or incidental thereto (collectively, the “Projects”), and for paying all or a portion of the legal, financial and engineering fees in connection with the Projects and the costs of issuance related to such Certificates. The City proposes to provide for the payment of such Certificates from the levy and collection of ad valorem taxes in the City as provided by law and from a lien on and pledge of certain revenues received by the City from the ownership and operation of the City’s utility system. The current principal of all currently outstanding debt obligations of the City is $9,592,000.00, the combined principal and interest required to pay all currently outstanding debt obligations of the City on time and in full is $11,402,083.16, the estimated combined principal and interest required to pay the proposed Certificates on time and in full is $5,456,950.00, the maximum interest rate for the Certificates may not exceed the maximum legal interest rate, and the maximum maturity date of the proposed Certificates is August 1, 2041.  (The prior statements regarding currently outstanding debt obligations of the City do not include debt that the City has designated as self-supporting and payable from revenues other than ad valorem taxes. For more information regarding the debt designated as self-supporting, please contact the City Manager.)  The City Council proposes to authorize the issuance of such Certificates at 6:00 p.m. on Monday, August 23, 2021, at a Regular Meeting to be held at City Hall located at 1600 Avenue M, Hondo, Texas 78861.  The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971 (Sections 271.041 through 271.064, as amended, Texas Local Government Code), Chapter 1502, as amended, Texas Government Code, and the City’s Home Rule Charter.

2021 Request for Proposal - Health Insurance Broker
The City of Hondo is requesting proposals from a qualified firm to provide professional Health and Wellness Benefits Consulting Services to partner in the administration of the City of Hondo's various insured programs.
The intent of this Request for Proposal (RFP) is to determine which firm is best suited to provide the outlined Health and Welfare Benefits Consulting Services to CITY OF HONDO.  This RFP document does not necessarily represent CITY OF HONDO’s final requirements, but does represent the current and best understanding of the scope of the work we will require. Nothing in this RFP creates any legally binding obligations on the part of CITY OF HONDO.

TxCDBG Intent to Apply: 

The City of Hondo is giving notice of the City’s intent to submit a Texas Community Development Block Grant Program grant application for a Downtown Revitalization grant request of $350,000 for the installation of ADA compliant sidewalk activities on Avenue K, from 17th Street to 18th Street, on Avenue M, from 17th Street to 18th Street, and on 17th Street from Avenue K to Avenue M. The application is available for review at Hondo City Hall, 1600 Avenue M, Hondo, Texas during regular business hours. The City of Hondo is giving notice of the city’s intent to submit a Texas Community Development Block Grant Program grant application for a Community Development Fund grant request of $350,000 for city-wide sewer system improvements at the waste-water treatment plant. The application is available for review at the City Hall during regular business hours.

The City of Hondo has received a Texas Community Development Block Grant (TxCDBG) contract under the Community Development from the Texas Department of Agriculture.
