The Finance Department is responsible for administering the city's financial procedures, maintaining the city's sound financial condition and consulting with the City Manager and Executive Staff on the administration of the city's financial affairs. Responsibilities within this department consist of accounting, auditing, annual operating and capital budgets, accounts receivable, accounts payable, insurance and risk management administration. The Finance Officer also oversees Municipal Court.
The department also has the responsibility of the development of the City's Annual Budget as it is the most important document. It also assures that all divisions remain within their budgets throughout the fiscal year and are consistently reviewing their expenditures. The Finance Division takes very seriously the fiduciary responsibility to take care of the citizen's tax dollars while satisfying the citizens expectations from the City of Hondo.
On July 29, 2015 the Texas Comptroller Leadership Circle Gold Member was awarded to the City of Hondo. The City of Hondo was recognized for setting the bar for financial transparency and opening your books to the public. The Texas Comptroller’s Leadership Circle program recognizes local governments across Texas that are striving to meet a high financial transparency online. By providing citizens with a clear, consistent picture of spending and sharing information in a user-friendly format, you are setting a strong example for other governmental entities to follow.
The Government Finance Officers Association presented the City of Hondo the Distinguished Budget Presentation Award for the fiscal year beginning January 2016, January 2017, and January 2018. It states: “Government Finance Officers Association of the United States and Canada (GFOA) presented a Distinguished Budget Presentation Award to City of Hondo, Texas for its Annual Budget for the fiscal year beginning the 1st of every January in 2016, 2017, and 2018. In order to receive this award, a governmental unit must publish a budget document that meets criteria as a policy document, as a financial plan, as an operations guide, and as a communications device."
